When he gets involved in land issues in Fiji, he ends up setting up a land commission. With this land commission all land would be in the hands of British settlers in Fiji, however, under the law, Fijians still have authority over most of the land. However, further tensions would soon arise once Sir Author Gordon began bringing Indian laborers to Fiji in 1879. Bringing more people, especially those who were not Fijians, would cause conflict within Fiji. A racial conflict would arise between all three groups: British, Fijian and Indian. This ethnic group would be known as the three-legged stool. The English (plantation owners), the Fijians (indigenous peoples) and the Indians (immigrant workers).
