According to Happell et al. (2011), there are two broad divisions of policy impact, including intended and unintended effects. The expected impacts of a particular policy vary widely, depending on the organization and policy context. They are issued to barricade the doubts found in a particular organization. Therefore, they provide beneficial protocols for the organization. The mental health recovery policy is an example of a policy that tends to avoid negativity in the mental health sector. On the other hand, the unintended impacts of the policy describe the side effects of the policy. Because policies are intended to govern an intricate adaptive system, small changes in policy influence existing structures producing counterintuitive impacts (Edgley, Stickley, Wright, & Repper, 2012). For example, changes in mental health care collection policy may affect the tax charged on hospital bills. Additionally, it could scare patients due to rising hospital costs. For this reason, when formulating a certain policy, senior officials must analyze the impacts of the policy implementation process. This is important to ensure that the policy produces desired impacts rather than undesired ones. Furthermore, this process reduces the possibility of producing unwanted impacts. Mental health care systems tend to have complex adaptive systems that require careful examination of policies prior to implementation ( McKechnie, 2013 ).
