At every level of the illicit drug market – from cultivation to production, trafficking and consumption – drug trafficking weakens the capabilities of the Afghan people and undermines good government. Equally frightening is what happens to the narcotics trade on the democratic human development and institutions of Afghanistan, which America has supported through massive investments. Counter-narcotics efforts in Afghanistan are fundamentally the responsibility of the government and people of Afghanistan. This is why, at all levels, we will focus even more intently on developing the Afghan government's capacity to successfully and sustainably assume responsibility for the future.
