In society, when people (the public) lose confidence in the justice system, the risk that many will under-report criminal behavior increases. “Citizen involvement in policing has become quite popular. First, the police contacted the communities to establish a good relationship with the citizens. Second, citizens come to police agencies to learn and participate in various aspects of the policing profession. Ultimately, citizen involvement has been a two-way street, with citizens and police working together to address crime” (Worrall, 2015). In many nations the concept of fighting crime requires the accountability of citizens within communities. At the same time, people have the right to expect the justice system to be able to defend the community and punish offenders. With this safeguard the public expectation is that law enforcement agencies will use the oversight necessary to ensure the criminal justice system is functioning properly
