Different services are available in each county in the state of Hawaii for children with severe to profound disabilities. Services, however, focus more on what they can do for these children, rather than how these services could support a better quality of life for children with severe to profound disabilities. To ensure a better quality of life for these children, one should consider how different numbers of children might mean different services, why duplication of services for these children is not available in every county, and why there is only one one-of-a-kind service. According to McMaster University, “quality of life is the combination of objectively and subjectively indicated well-being in multiple areas of life considered salient in one's culture and time, in compliance with universal standards of human rights”. But how can this be true when the services provided to these people depend on the number of children in that area, meaning that certain services are only available to a certain number of children. For example, if there are only ten students classified as severe to profound, this means that they are only being provided with certain services because the numbers are too small to receive the full capacity of the services they may need. In this way, children are deprived of the right education and services they need to ensure a better quality of life. In the IDEA student eligibility category – Aggregate report shows that there is more than one special child in each selected island.
