It wasn't until August 1996 when Bin Laden issued a fatwa to declare war on the United States, following the June bombing of a U.S. Air Force installation in Saudi Arabia that killed 19 service members and injured 515 people (Hellman.) He laid out the multitude of reasons why the group intentionally targeted the United States and its allies. The fatwa outlines 7 main reasons with a multitude of sub-reasons in conjunction with its main points. The first is that of “us”, since the Western world attacked them first and they only resist foreign aggression. The rest of his reasons include everything from the exploitation of the resources and economies of Islamic countries to moral issues such as the acceptance of homosexuality, pornography, sex for pleasure and so on that we commonly accept. That same year, two American embassies in Kenya and Tanzania were bombed. The death toll from these two attacks was 301 people with over 5,000 injured (Hellman). In response to this, President Clinton authorized the use of cruise missiles to strike terrorist targets, including training camps in Afghanistan and a suspected chemical weapons factory in Sudan.
