The Earth has a population of over 7 billion people; the continents are separated by deep ocean masses and man-made land divisions. Of this extraordinary number of 7 billion, 39% do not have access to drinking water ("Water.org"). The extremely poor and marginalized countries are those of the African bloc. The Democratic Republic of Congo was only able to provide clean water to 69% of its citizens in 2010 (Shore). This is a result of lack of access due to irregularities and failures in the country's infrastructure. This is a nation that has endured constant military struggles and wars that have destroyed the progress and lives of many of its citizens. The state does not have the necessary funding to establish and organize the management of water distribution and maintenance. In accordance with the United Nations Millennium Development Goals, the government intends to increase access to water to 75% by 2015 (Shore). The African Ministry of Water (AMCOW) has released a comprehensive report on the current state of play in progress towards clean water. The initial report argues that the goal of achieving 75% access to water by 2015, as set by the MDGs, is virtually unachievable considering the various sectoral issues that need to be resolved in advance (Shore). The ministry announced that progress cannot be achieved without addressing the system first, institutions are weak, sectoral policies are outdated, there is a lack of skilled technicians and a lack of infrastructure (“An overview of the state of the country AMCOW”).
