This article is an overview of the film Hotel Rwanda. The film is set in 1994 and reflects the situation in Kigali, Rwanda, where genocide occurred between people of different tribes. George Terry's film also shows whether the role played by the international organization that is the United Nations (UN) is effective in controlling the conflict that killed many people and the world's concern over the incident. The history and relationship between Hutu and Tutsi As we look back to the 14th century of Rwanda, the indigenous population of that region was composed of Hutu and another ethnic group which is Twa. The Tutsi were actually the immigrants who came to Rwanda from the southern Ethiopian highlands. It is obviously observed that physically the Tutsis were taller and thinner than the Hutus and the Twa. While their population was not largely composed of Hutu and Twa, their exercise of power did not reflect the fact that they were the region's minority. At that time they exercised their power over the Hutu and Twa and captured most of the taxes. Therefore, it can be seen that the Tutsis were in power and placed themselves at a higher level than the Hutu and Twa. Historically, Africans were under Western power in the 19th century. However, they were divided into many countries under the colonial powers. “These divisions were made arbitrarily and without any consideration of the common culture, history, and language shared by different groups of African peoples” (Hymowitz & Parker, n.d.). Rwanda was under the control of Germany before Belgium took power over Rwanda after the First World War. To strengthen its power, the colonial system separated the three ethnic groups... middle of paper... ...which are the state actors. The lack of intervention from the outside country, especially from international organizations, made the situation even worse. The sense of racism among Europeans is something that should not happen nowadays. Intervention from outside is necessary as the situation is out of control as the population itself cannot control it without the help of the outside country. Europeans should have a sense of humanity towards the Rwandan people, regardless of their race and the nation they come from. The role of the media is important as it affects how foreigners will respond to the conflict. The media also influences policy makers to create new policies to react to the situation that has occurred. However, the media can also make the conflict worse as security can be treated wrongly by the enemy.
