We consider the co-responsibility agreement between government and beneficiaries. What is needed to make the compact work? Progresa aimed to increase the basic skills of extremely poor people in rural Mexico (Levine, 2007, p.67). Progresa is a program developed by the government of Mexico in 1997 and was implemented by President Ernesto Zedillo. With the help of Santiago Levy, an economist, Progresa was developed to help break the cycle of poverty in Mexico. For the pact between government and beneficiaries to work, a change had to take place from the governments' point of view. The government realized what the beneficiaries needed and provided it to them. Since the government was willing to fund the program to help the beneficiaries, it asked them to be accountable towards the program. For the first time, the Government of the Republic has launched a program that will comprehensively address the causes of poverty (Levine, 2007, p. 67). Recipients would be held accountable for their part in the program. They would be held accountable for participating in the program by being accountable and placing responsibility for their choices on the program. The government financially funded the program while the beneficiaries' responsibility included sending children to school, vaccinating them, and ensuring their health and nutritional needs were met. What was needed for the pact to work was the unity and responsibility of the government and the beneficiaries as a team. Why were cash grants given to mothers? Organization is also a key to being an effective program. With organization there can be less confusion about how the program should be designed so it can grow towards success.
